He seems perpetually annoyed, probably because he has to listen to Gabi bragging about how she's totally going to inherit his Titan. It's like having a coworker who constantly brags about getting your promotion.
Poor Porco, he’s definitely seen better days, and is probably regretting the day he had to turn into a Titan and fight a war!
