He carries around jade charms that are really the spirits of defeated kung fu masters. Think of it as his creepy collection of trading cards, except way more powerful and way less fun.
Kai wants to rule the spirit realm AND the mortal realm. He's basically the landlord who doubles your rent overnight and then giggles about it. Seriously, who does that?

While Po has his own internal battles, the clear winner (or loser, depending on how you look at it) in the "Who's the Villain" contest is undoubtedly Kai!
He's the one causing all the panda-monium (pun intended!). He's got the motive, the means, and the creepy jade collection to back it up.
